NOVA, the leading nonprofit organization in Bucks County supporting victims of serious crime, announced the addition of four business and community leaders to its board of directors. The four individuals bring to NOVA wide-ranging life and professional experiences, as well as a commitment to NOVA’s mission.
The new board members are:
Lindsey Barcik, a senior care manager at Magellan Behavioral Health of Pennsylvania, where she assists Pennsylvanians with Medicaid benefits. With 15 years of experience in social work, Barcik has worked in various organizations, including a community mental health center, a psychiatric hospital, the Philadelphia prison system and a medical hospital. She holds both a bachelor’s and master’s degree in social work from Temple University, and is a licensed clinical social worker. Since 2021, Barcik has been an active volunteer with NOVA, contributing to the organization’s Gala fundraising committee. Barcik is a lifelong resident of Bucks County and lives in Southampton.
Billie F. Barnes, executive director of Workforce and Economic Development for the County of Bucks. As the executive director, Barnes oversees the executive management of the department, including the strategic development and implementation of department-wide, long-term planning of all administrative, fiscal and programmatic functions. Barnes has 20 years of experience leading public workforce systems in Philadelphia and Bucks County, and also served four years as a District of Columbia government workforce development senior manager and subject matter expert, in support of District residents, employers, training providers, institutions of higher learning and government stakeholders. She received a bachelor of arts degree from Temple University and a master’s degree in counseling from Widener University.
Robert W. Carlson, MD, the past CEO of the National Comprehensive Cancer Network, where he served from 2013-2023. Before joining NCCN, he was a professor of medicine in the Division of Oncology and Stanford Medical Informatics at Stanford University Medical Center, as well as medical director of Inpatient Oncology and Hematology at Stanford Cancer Institute in Stanford, California. Carlson is a graduate of Stanford University and Stanford University Medical School.
Deanne Lathers, Ph.D., who has dedicated her career to developing new drugs for cancer patients. Lathers began her career as a research scientist for the Veterans Administration and as a faculty member at multiple medical universities before she transitioned into the pharmaceutical industry. Her undergraduate work was completed at the University of Michigan-Flint and she holds a PhD in immunology and microbiology from Wayne State School of Medicine. Lathers lives in Doylestown with her husband and daughter.

In addition to announcing the four new board members, NOVA announced its new slate of board officers for the coming year: Eddie Hale, president; Carin O’Donnell, Esq., vice president; Tonya Resutek, secretary; and Charles T. Field, treasurer.
